Invited SpeakerThe proliferation of OER - open education resources - and the challenges posed by sustainable systems of Life Long Learning call for the formation of a new breed of 'competent learners'. Learning will acquire gradually the features of an utility and individuals will have to become skillful self-regulated learners.
Thus, we propose 'Generativism' as a new theory of learning that is rooted on the assumption that the four existing theories - behaviourism, cognitivism, constructivism and connectivism) do not lend themselves to a theoretical underpinning of OEP - open educational practices - as a consequence of the increasing availability of OER. The underpinning idea is that learning does not or should not mainly consist of acquiring existing knowledge, but of co-creating or generating new knowledge embedded in social learning environments.
Roberto Carneiro is the President of the Study Centre on Peoples and Cultures and Dean of the Institute for Distance Learning of the Portuguese Catholic University (UCP). Carneiro is a tenured professor of UCP and is also a Professor of the National Institution of Administration where he coordinates the Executive training of Public Managers in the area of Leadership and People Management.
Professor Carneiro has extensive international experience and served as a member of the UNESCO International Commission on Education in the 21st Century. A former Portuguese Minister of Education (1987-91) he currently runs the Observatory of Immigration and was responsible for the Information Society Observatory in Portugal (2003-2006). A graduate of the Lisbon Technical University he is a Doctor in Education/Presentation Fellow of the King's College (University of London). He is also a member of several International Journals and Chairs the Editorial Board of the European Journal of Education.
